The Council’s Corporate Services team is based in Lancaster Town Hall, within the historic city of Lancaster. The team has a large and diverse range of responsibilities including financial services, information, communications and technology and revenues and benefits. The Financial Services team exists to ensure the Council is able to effectively deploy its resources in pursuit of its ambitious goals, such as its sector-leading Carbon Zero programme. We are currently seeking an enthusiastic and committed individual who would be responsible for providing a wide range of financial and systems administration support. You must be able to demonstrate a high degree of financial technical accounting ability, whilst also possessing excellent communication and strong financial management skills.
As Accountancy Manager your main purpose will be to undertake the statutory role of Deputy Section 151 Officer for the Council, alongside the leadership and development of the Accountancy Services team in support of the Council’s objectives and in accordance with professional standards and requirements.
You will be responsible for managing the preparation of revenue and capital budgets in support of the corporate financial planning process. You will also manage the closure of the accounts process, liaise with the auditors and ensure the statutory accounts are completed on time.
You will be involved with providing support on key areas such as Government Spending Reviews, Medium Term Financial Plans, Financial Reports, Treasury Management, Financial aspects of the constitution and other areas including new legislation. In addition, you will also manage the maintenance, review and development of the Council’s financial systems.
You will also have line management responsibility for the Accountancy Services team, providing training, developing staff and daily management.
This is a permanent position and the hours of work are 37 per week, working Monday to Friday. This post is based at Lancaster Town Hall, but you will initially be required to work from home as Government guidance dictates, combined with attending office meetings as and when required across the Lancaster district.
