    Job Nature and Scope:

    Project Allenby Connaught is a 35-year contract with the Ministry of Defence to upgrade operate, and complete the life cycle maintenance of electrical utility assets, together with a capital expenditure programme for the supply of infrastructure and connections to new and refurbished accommodation, dining, training blocks and sports facilities. Additional contract works have just been negotiated and secured to provide new infrastructure under the Army basing programme. Additional resource is now required to achieve the proposed works.

    Job Purpose:

    We are looking for a Commercial Manager to work with the Project Team in Aldershot and Salisbury Plain. You will ensure a commercial relationship is maintained with MUJV, Aspire Defence Services and Capital Works (ADSL & ADCW) the Authority (DIO), Suppliers, Sub-contractors and others. You will report to the commercial finance manager and manage all commercial matters with regards to pricing, service delivery and contract requirements are co-ordinated and delivered to the highest standards.


    Financial budget circa. £10 to 12m p.a.

    Two direct reports.


    Although based at the sites above and working on the Allenby Project you will develop your knowledge to work on any future projects within UKPN Services.


    Principle accountabilities

  • Achieve all project related commercial goals.
  • Oversee the contract and commercial management. Control and manage all change on the project.
  • Analyse and assess use of supplier/sub-contractor to produce appropriate service levels and revenue.
  • Ensure that all partners are engaged and involved in relevant commercial activity.
  • Provide support to ensure that all commercial requirements are delivered to required standard and timeframes.
  • Monitor the project budget to achieve targets.
  • Comply with all UKPN guidelines, goals and procedures and identify and report areas of non- conformance.
  • Collaborate with all our partners to support the projects progress without delay, ensuring that all reasonable requests are met in a thoughtful manner.
  • Demonstrate belief and understanding to the team and inspire even when faced with setbacks. Make decisions and justify them when challenged.
  • Produce quality reports in a professional and legible manner and question the decisions and directions of others where necessary.
  • Produce presentation of project specific information to the business.
  • Assess contractor applications, making recommendations to, raising payment.
  • Collaborate with the Project Managers and Engineers to update the risk registers, and add in any identified risks.
  • Identify principal risks and opportunities, raise, address and resolve problems at a project level, support the project delivery team and maintain a schedule of potential financial effects for multiple projects.
  • Advise others regarding the application of different forms of contract.
  • Manage change control procedures within each specific contract and ensuring that they are followed by all parties.
  • Provide quarterly updates of Performance Unit potential insurance claims.
  • Become involved in and support the relevant Annual rate reviews.
  • Review Principal / Main Contractors subcontract agreements and advises where clauses are in breach of Partner policies and guidelines, making recommendations to achieve compliance.
  • Consider alternative strategies for dispute resolution of moderate complexity and prepare written
  • arguments from a claimant or defendant perspective, making recommendations to key UKPN partners on the preferred option.
  • Collaborate with our legal advisors.
    Knowledge, Skills, Qualifications and Experience:
  • Commercial expertise.
  • Experience with multimillion pound contracts involving Utility / PFI / JV Contracts.
  • RICs qualified desirable.
  • Excellent working knowledge of NEC contracts
  • Working towards or attained the relevant commercial qualifications.
  • Negotiate with partners
  • A detailed knowledge of Contracts and Contract drafting skills.
  • Industry knowledge of costs and contractor performance related issues.
  • Numerate and exact in analysing cost data and present financial and commercial issues.
  • Understand the Electricity Network and the varying jobs undertaken would be an advantage but is not essential.
  • Experience working within a team and taking responsibility for delivering the essential goals to manage the Commercial process.
  • Work in a pressured environment as part of a focused team.
  • Good level PC literacy with fast keyboard skills and a willingness to use a variety of systems.  Good knowledge of Excel (can perform complex functions) and a knowledge of SAP would be an advantage.
  • Flexible attitude to work and working hours.
  • Build good working relationships with other staff and other teams within UK Power Networks and external Partners.
  • Good communication organisational and problem solving skills.
  • Communicate with all levels of Senior Management in all formats.
  • Analyse and make informed, balanced decisions and report findings back to Clients and Internal Partners.
  • Ability of build relationships with both service providers and internal partners – including the stature to work with executives and other senior managers
