About Us: The South and East Lincolnshire Council Partnership, comprising South Holland District Council, East Lindsey District Council, and Boston Borough Council, is on the lookout for a dynamic Programme Manager to spearhead our Neighbourhoods Service. This role is pivotal in delivering a significant programme of works within the Neighbourhoods Directorate, focusing on refuse, recycling and food waste collections.

 

Key Responsibilities:

  • Strategic Oversight: Lead the delivery of the neighbourhood services programme across three councils, ensuring alignment with community needs and service priorities.
  • Project Management: Drive the successful execution of neighbourhood services projects, particularly in waste collection, by collaborating with decision-makers, stakeholders, and partners.
  • Stakeholder Engagement: Build and maintain strong relationships with internal and external partners, representing the Partnership in various forums.
  • Performance Monitoring: Ensure projects are delivered on time, within budget, and in compliance with council and government requirements.

 

What We’re Looking For:

  • Experience & Knowledge: Proven track record in managing large, complex programmes, with a strong understanding of project delivery, financial management, and partnership development.
  • Qualifications: Relevant degree or professional qualification in programme/project management (e.g., AGILE, Prince2) and a valid driving licence.
  • Skills: Exceptional communication, negotiation, and organisational skills, with the ability to manage multiple tasks and stakeholders effectively.
  • Attributes: Innovative, driven, and resilient, with a strong sense of public duty and the ability to thrive in a dynamic environment.

This position is a shared role within the South and East Lincolnshire Councils Partnership (SELCP) and forms part of the S113 agreement between the participating partnership Councils in accordance with the Memorandum of Agreement 1st October 2021.

Boston Borough Council, East Lindsey District Council and South Holland District Council have formed the South & East Lincolnshire Councils Partnership.  The largest Council Partnership in the country. Since October 2021, the Partnership Councils have been working closely to deliver improved services to the communities in the sub-region and already there have been many positive outcomes.

Over time, it is envisaged that services will become formally shared across the three Councils creating the opportunity for colleagues to be involved in new and innovate areas of work.
