FM Site Manager 
SGS Oakhanger, Bordon, Hampshire, GU35 9HU 
Full time, Permanent- 39 hours per week, Monday- Friday

Serco have an exciting opportunity for a FM Site Manager to join the team based at SGS Oakhanger located in Bordon, Hampshire. The FM Site Manager will provide the focal point for all matters within their area of responsibility in the SDW Contract and will be a leader in the management of the FM Department's account with Team Aurora in this area.


Reporting to the SDW Contract Manager this role will be responsible for all matters within their area of responsibility in the SDW Contract that is relative to FM operations - safety, risk & compliance, people engagement, financials, and stakeholder management.

 

Main Accountabilities: 


Strategy and Plans

 

  • Management of a team of staff providing Hard FM services in accordance with SMS procedures and guidelines
  • Compliance with Health and Safety (H&S) of activities undertaken on site under FM control.
  • Co-ordinating periodic Site Manager's meetings to liaise with other departments on any site 
  • H & S Issues
  • Management of Planned Maintenance and Response Maintenance for all infrastructure assets at Oakhanger including updating of the Forward Maintenance Register
  • Responsible for Oakhanger FM Documentation Records Management
  • Manage and co-ordinate the Utilities meter readings (Service Usage) for review by the customer
  •  Assist with management of the Oakhanger FM Environmental policy and processes.
  • Manage subcontractor performance and the inspection of work that has been undertaken by subcontractors.
  • Project management and budget financial accountancy of allocated commercial works
  • Undertake monthly reviews of technical and commercial Hard FM performance with Head of Estates
  • Assist with the management of department work instructions in accordance with SMS
  • Act as AP for Electrical and Mechanical Systems in providing a Safe System of Work in accordance with MOD JSP375 at Oakhanger
  • Liaise with other FM Site Managers and manage Statutory Compliance of the Skynet support infrastructure for all sites with the support of the FM Processes and Procedures.
  • Manage the Oakhanger on call cover and support to Operations

  • Representing Serco in the development of relationships with key customers, potential customers, partners and stakeholders to anticipate and meet customer's existing and future needs and enhance Serco's reputation
  • Ensuring the business delivers a level of service and added value that fosters the development of long-term partnering relationships.
  • Leading customer service excellence and a continuous improvement culture, so that the department remains at the leading edge of service delivery and value.
  • Ensuring the optimisation and utilisation of all facilities and assets to deliver the best value to the customer
  • Provide Subject Matter Information and general support for business development initiatives

Operational Excellence

 

  • Assist with the accountability for the delivery of FM Services activity, measured against agreed KPIs
  • Being responsible for managing safety, regulatory, reputation and security risks associated with incidents and/or failures of service delivery
  • Ensuring appropriate corporate governance is in place to comply with assurance and other legal requirements and ensure that contract requirements are effectively delivered
  • Embedding a culture of safety across the FM department and ensure a robust assurance, health, safety and environmental regulatory framework. 
  • Acting as a point of problem resolution for FM issues.
  • Leveraging services from the across Information Support and Defence to drive best practice and innovation

 

Organisation and People

 

  • Assist with providing the leadership for the FM department so that all employees understand and implement the strategy/plans and are motivated to achieve their objectives
  • Ensuring outstanding departmental Supervisors are recruited, professionally developed, and rewarded, and behave in accordance with Serco Governing Principles
  • Assist with developing a collaborative working relationship with the customers, assist with setting and implementing an agreed FM policy to increase direct communications and successfully manage change
  • Assist with developing a FM talent and succession pipeline, which identifies key roles and ensures resilient and development of management capability
  • Assist with delivering an employee engagement plan which increases employee engagement and attachment to the Serco brand
  • Ensuring within your area of responsibility that the FM department have an efficient and effective operating structure that maximises value for Serco and the customer, champion's innovation and enables direct engagement with all the employees
  • Manage the performance of the team through regular reviews identifying areas of personal development, creating action plans for individuals to work towards


Growth and Financials

 

  • Assist with the accountability for the delivery of the FM department Business Plan
  • Being responsible for budgets within area of responsibility for FM departments, managing cost and growth challenges defined in the DAM
  • Assist with the effective financial management is in place to achieve turnover, profit, and cash targets and to meet legal requirements
  • Assist with the identification and development of growth opportunities
  • Assist as required with supporting the organic growth of the business for re-bids, contract amendments and new business

 

What you'll need to do the role:

 

  • Able to achieve SC Security Clearance
  • Full and valid driving license
  • Hold an HNC in Electrical or Mechanical Engineering
  • 3 years' experience working in a similar role
  • Hold BS7671 18th Edition - IET Wiring Regs
  • Experience with CAFM systems
  • Electrical and/or mechanical AP endorsement(s)
  • Working knowledge and experience writing and reviewing Risk Assessments and Method Statements
  • Permit to work procedures
  • Excellent knowledge and understanding of MS Office tools
  • Quality Assurance knowledge
  • Experience of setting budgets
  • Membership Of BIFM 

 

Desirable: 

 

  • IOSH or equivalent
  • CMI Level 5
