About the role

Reporting to the Head of Highways, the Highways Commissioning Service Manager will lead on;

  1. The development, management and successful delivery of the council’s highways maintenance, integrated transport programmes and term service contracts through the management of a series of contracts;
  2. Leading on integration of all investment delivery on the highways network and highways assets; and responsibility for developing and embedding a coordinated, cross service approach to the management of and investment in highways assets.
  3. It will also be responsible for shaping the council's cross cutting approach to planning the future needs for highways assets, in conjunction with the Head of Highway Services.
  4. The role will also lead on ensuring that any new development has the minimum adverse impact on highway safety, traffic capacity, environmental capacity and convenience to transport users as a whole.

This position is exempt under the provisions of the Rehabilitation of Offenders Act (Exceptions) Order 1975 and is subject to an enhanced Disclosure and Barring Service check.

Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.

This position is currently based at our Castlewood offices in Clevedon. Please be advised that this office will be closed by 2025. Consultation is currently underway to determine the new location for colleagues based in Castlewood. This will be at Weston-super-Mare or within North Somerset.

About you

To apply for this post, you’ll have;

  • Demonstrable evidence of experience relevant to the post and person specification
  • Proven experience of successfully managing significant and demanding programmes and/or projects, including experience of resolving complex organisational and service issues.
  • Experience of devising, developing, and implementing a service which meets the strategic outcomes of the organisation.
  • Knowledge and experience of using systems aligned to business processes to support the management of efficient and effective service.
  • Experience of managing complex budgets, including appropriate costing and activity analysis
  • Excellent communication skills, with the ability to build robust and productive relationships based on transparency and trust.
  • Experience of developing frameworks for performance management, service, business and workforce planning, effectively managing Health and Safety and risk
  • An understanding of, and commitment to Equal Opportunities with the ability to apply this to all situations
